What is the FSFP
The Ohio Fair School Funding Plan (FSFP) is an inputs-based funding model developed by Ohio educators using district spending data, research, best practices and thoroughly vetted professional judgment to determine the true cost of educating a child in Ohio, ensuring all students receive a high-quality, equitable education. The Fair School Funding Plan is:
Objective - Built on the needs of students and schools
Justifiable - Based on research, best practices, demonstrable success
Transparent - Every dollar allocated reflects an identifiable component
Amendable - The Plan’s components can be modified if their substance or costs change
Fair to All - The same basic educational components apply to students and schools in the same educational category, providing high quality educational opportunities for all
How does the FSFP help Ohio’s public schools?
The FSFP has led to significant funding increases for Ohio’s public schools:
Has provided approximately $1.5 Billion increase in State Funding since FY 2022 and a 12.1% Increase to traditional PK-12 school funding in the latest budget
Raised State’s Base Cost from $6,020 per pupil in FY 2021 to an average of $7,350 in FY 2023, and $8,240 in FY 2025
